What SUT is
Virginia does not run vehicle sales through the ordinary retail sales tax. It has a separate tax for cars, the Motor Vehicle Sales and Use Tax, and everyone at the DMV calls it SUT. The rate is 4.15% of the sale price, with a minimum of $75, and the DMV collects it when a vehicle is titled in a new owner's name.
People searching for VA lease tax buyout tend to find the general sales tax rate first and the SUT rate second, and get confused about which applies. SUT is the one. It is a tax on the sale of a motor vehicle, it is assessed on the price, and it is paid at the title window. That is the whole mechanism.
A buyout is a sale, so SUT is charged
For the length of the lease the leasing company owned the car. At the end, you pay the residual value from your contract plus whatever purchase-option fee the contract names, and the leasing company sells you the car. The title moves from the leasing company's name to yours. That is a sale and a title transfer, and Virginia charges SUT on it, at 4.15% of the price you paid.
Whatever tax was collected during the lease was collected on the lease, on the leasing company's title and your use of the car. The buyout is a new transaction. There is no credit from the lease period, no partial rate, and no exemption for "but I have been driving it for three years." The DMV sees a vehicle changing owners for a price, and it taxes the price.
What it does to the buyout number
A hypothetical car, with the residual from the lease as the buyout price.
| Line | Hypothetical amount |
|---|---|
| Residual value, from the lease | $20,000 |
| Virginia SUT at 4.15% | $830 |
| Purchase-option fee | Per the contract |
| Title, registration, lien recording | DMV fee schedule |
| Real cost before fees | $20,830 |
At 4.15%, Virginia's bite is smaller than most of its neighbors'. It is still $830 that is not on the payoff letter, due the day the car is titled. The leasing company quotes residual plus its fee and leaves the state out of it. You add the state back. The full method, line by line, is in how to calculate a lease buyout.
The $75 minimum
SUT has a floor. If 4.15% of the sale price comes to less than $75, the DMV charges $75. On any real lease residual the percentage will clear the floor by a wide margin, so the minimum is not going to change your number. It is on the schedule, and it is mentioned here so that nobody thinks it is a cap. It is not. There is no ceiling on SUT. The bigger the residual, the bigger the tax.
What "sale price" means on a buyout
SUT is assessed on the sale price. On a buyout, that is the price you pay the leasing company for the car. How the DMV treats the purchase-option fee, and whether it ever substitutes a book value for a contract price it considers too low, are questions for the Virginia DMV. Ask them directly. The dealer's answer is not the DMV's answer.
Who collects it, and when
Do the buyout yourself and you pay SUT at the DMV when you apply for the title. You bring the title and lien release from the leasing company, the buyout paperwork showing the price, and the tax. The order of operations is in lease buyout title transfer.
Go through a dealer and the dealer collects SUT on the buyer's order and remits it with the title work. The tax does not change. The buyer's order around it does: a doc fee for paperwork the leasing company already prepared, an inspection of a car you have driven for three years, and add-ons. SUT is the only line on that sheet the state wrote. Ask where every other line comes from.
A specialist pays SUT to the DMV as part of titling the car and includes it in the loan, so you never make the trip.
The rule. Virginia charges SUT at 4.15% of the buyout price, $75 minimum, when the car is titled in your name. No credit from the lease, no cap, paid at the DMV or financed in the loan.
Why financing it matters
$830 on a $20,000 residual is the gentlest version of this tax you will find on the east coast. It is still due on the day the title moves, and the payoff letter is good for days, not weeks. The question is whether it comes out of your account this week or sits inside the loan.
A big bank or credit union lends against a book value and tells you SUT is yours. A dealer finances it at a rate with the dealer's compensation inside. A specialist finances residual, purchase-option fee and SUT as one loan, pays the DMV, and sends you the plates. The homepage lays out who refuses to finance what. Before anyone pulls your credit, get one answer in writing: is the Virginia SUT in the loan amount?
What to do with this
- Get the payoff letter from the leasing company. Note the price, the purchase-option fee, and the expiration date.
- Confirm the current SUT rate and how it is assessed on a lease buyout with the Virginia DMV. This guide says 4.15% and a $75 minimum; the DMV's figure is the one that counts.
- Multiply the buyout price by the rate. Add the DMV title, registration and lien charges. That is your real number.
- Decide who pays SUT, you in cash or the loan, before the letter expires. Get it in writing.
- Any quote above residual plus fee plus SUT plus DMV charges is somebody's margin. Ask which line it comes from.
Across the Potomac the same transaction is taxed under a different name at a different rate; that version is in Maryland lease buyout tax.
The short version
Virginia charges Motor Vehicle Sales and Use Tax on a lease buyout because the buyout is a sale: 4.15% of the buyout price, $75 minimum, collected by the DMV when the car is titled in your name. Hypothetically, $830 on a $20,000 residual. Nothing paid during the lease reduces it.
Confirm the rate with the Virginia DMV, put it in your number, and do not sign a loan that leaves it for you to find in cash.
Quick answers
Do I pay Virginia sales tax when I buy out my lease?
Yes, in the form of Motor Vehicle Sales and Use Tax, SUT. It is 4.15% of the buyout price with a $75 minimum, collected by the DMV when the car is titled to you. Confirm the current rate with the Virginia DMV before you build your number.
Is the $75 a cap on Virginia SUT?
No. It is a floor. If 4.15% of the price is under $75 you pay $75. On a lease residual the percentage will be far above that, and there is no ceiling, so the tax rises with the price.
Can the SUT be rolled into a lease buyout loan?
With the right lender, yes. Big banks and credit unions commonly lend against a book value and leave the tax to you. A specialist finances the residual, the purchase-option fee and the SUT together and pays the DMV. Ask in writing before you apply.
